In July of 2000, the Ontario Ministry of Training, Colleges and Universities announced the launch of the TVOntario Lifelong Learning Challenge Fund (LLCF). The fund objectives are to create new, innovative opportunities for learners to gain critical job skills through the Internet and encourage more employers to invest in their workers.
Challenge
Following the LLCF announcement, the OECA (TVOntario) called for proposals for organizations to develop online skills training programs. Eight successful applicants and their partners (including Biographix and partner Centennial College) were chosen by an independent panel of experts.
Biographix, along with the Centennial College School of Transportation, recognized that there is a pressing skills need in Ontario in electronic engine control training. The Canadian automotive repair and service industry encompasses more than 27,000 retail outlets and more than 200,000 people, more than half of which are in Ontario. On average, 6000 automotive apprentices graduate each year from colleges in Canada.
Traditionally colleges offer classroom and shop training but computer-based training is being increasingly demanded as transportation systems continue to become more sophisticated.
Solution
Biographix offered a simulation-based e-learning technology (Integrated Simulation Learning Environments - ISLE) including a knowledge-based interface agent with specialized applications for the automotive and transportation service and repair industries.
With this technology, colleges can produce more fully qualified automotive technicians at far less cost per student course. At the same time, employers and the automotive industry have additional access to the skilled workers they need to compete in the global marketplace.
